Expanding its reach since the assumption of Executive Director Datu Omar Shariff L. Jaafar into office last 2002, the Technical Education and Skills Development Authority – Autonomous Region in Muslim Mindanao (TESDA-ARMM) has grown significantly. From a mere 29 plantilla personnel, TESDA-ARMM now has 71 stationed in the five component provinces namely Basilan, Lanao del Sur, Maguindanao, Sulu, and Tawi-Tawi. 

Under the flagship of ED Jaafar, TESDA-ARMM now boasts three training centers and two Language Skills Institutes (LSIs); the Regional Manpower Development Center (RMDC) situated at Sultan Kudarat, Maguindanao, the Basilan Provincial Training Center (Basilan PTC) at Sumagdang, Isabela City after its devolution to ARMM last 2005, the Lanao del Sur Provincial/City Manpower Development Center (LDS – PCMDC) Marawi City, the LSI at the RMDC and the LSI Zamboanga at Zamboanga City.

A PhP30 Million grant from the World Bank coursed through the ARMM Social Fund Project and a 1.5 hectare lot donation from the Mastura family helped materialize the Regional Manpower Development Complex. At present, the Regional Operations are set up at the Administration Building within the complex. Also housed within the two RMDC buildings are the tools and equipment for the registered skills qualifications in the regional training center. While a dormitory provides temporary abode to trainees from far-flung areas as well as some of TESDA-ARMM’s very own quality trainers.

Cognizant of the need to attend to the concerns and needs of ARMM scholars studying in Zamboanga City, the TESDA-ARMM Zamboanga City Liaison Office was established in November of 2007. The said office is the second Language Skill Institute of TESDA-ARMM. The institute now offers the following courses:
